Because Notenik is a native macOS app, you can search for a menu action just by typing a bit of text in the Search box that appears at the top of the Help menu.
This can also be done (in all native macOS apps I think) via the keyboard by pressing Command + Shift + /.
Not as visually appealing as a command palette, but functionally similar if not identical.
